Background
The Feed the Future Bangladesh Improving Trade and Business Enabling Environment (FIFBITBEE) Activity aims to improve economic growth in Bangladesh through the following objectives:



> Improving Trade Facilitation;
> Improving Business Enabling Environment; and
> Promoting Best Practices in Economic Growth Activities and their Application.

This include facilitating an improved policy environment to promote sustainable economic growth and prosperity, improved regional economic cooperation, sound management of institutions, and good governance while also expanding markets for U.S. goods and services in the Indo Pacific. This activity will also address efficiency and transparency in the business enabling environment.

The FTFBITBEE Activity will develop a systemic approach to trade facilitation and improving the business enabling environment. This is premised on high level political commitment to realizing substantial reductions in trade costs and business compliance: a representative institutional mechanism spearheaded by local stakeholders driving the reform process; and high-profile time bound targets addressing: trade and business procedures and transparency; institutional strengthening; and modernization and ICT.

FtFBITBEE will deliver technical assistance and capacity building to support implement of the WTO Trade Facilitation Agreement and improve the BEE. The project will work with key public agencies, private sector stakeholders and Civil Society Organizations. Work activities will draw on best practices and regional experiences in order to build support for initiatives aimed at simplifying documentary requirements for imports and exports. The project will support strengthening technical capacity across border agencies, modernizing procedures through digitization and ICT



Specific Tasks
The Deputy Chief of Party (DCOP) will be responsible for the following tasks:
> In the absence of the COP the DCOP will be appointed Acting COP and will serve as primary liaison and point-of-contact with the Contractors Officers Representative (COR) appointed by the USAID Bangladesh Contract Officer.
> In coordination with the COP liaise with government, private sector and civil society counterparts to identify and develop the Work Plan, and other reporting requirements as specified in the Section F7 (pages 39-40) of the FTFBITBEE contract.
> Manage and Mentor all Staff under Component1 and conducting quarterly performance appraisals.
> Provide technical and management support to the COP.
> Component Lead for Objective 1. This includes managing and overseeing all the work activities under Objective 1: Improved Trade Facilitation, including Sub-Objective 1.1 Implementation of WTOs Trade Facilitation Agreement, Sub-Objective 1.2 Development of Training of Trainers program and digital learning to platform to improve capacity of government officials, Sub-Objective 1.3 Enhanced Food Safety and SPS Procedures. Ensure cross-cutting issues including gender, inclusive approach and diverse population empowerment, and private sector enhancement and involvement are integrated across Objective 1.
> In collaboration with the COP and the Objective 2 Lead identify short-term technical assistance needs, draft scopes of work (SOW) for short-term consultants, negotiate SOW with consultants, manage the technical onboarding of consultants to the project, and ensure consultants are performing according to their SOWs.
> Edit consultant reports and deliverables to assure strong writing, grammatical correctness and conformity with USAID guidelines and expectations.
> Review reports prepared under Objective 1 to ensure FtFBITBEE is compliant with USAID rules and regulations, and IDG policies and procedures.
> Collaborate with the COP and Team Members to prepare annual work plans, quarterly reports, annual reports, and ad hoc report.
> Work with the objective Leads to support the M&E Specialist to develop and implement the M&E plan and the project M&E system.
> Other duties as requested.

Deliverables
The DCOP shall be responsible for working with the Senior Customs and Trade Facilitation Specialists, the Senior BEE Specialist, the M&E Specialist, the Gender Specialist in support of the following deliverables:
> SOW for Short Term Consultants
> Annual Workplans
> Quarterly Progress Reports
> M&E plan
> Weekly reports
> Other reports/documents as requested by the COP.

All deliverables must be presented in a timely manner and prior to any deadlines set by the COP, PMU or USAID.

Reporting Requirements
The DCOP will report to the COP through regular briefings and day-to-day dialogue.
